PPM Moves in San Diego: Hiring Your Own Mover and Getting Paid Back

Can you hire a civilian moving company for a military PCS and still get paid back? Yes. Whatever you do not spend, you keep, minus taxes. The catch is documentation. Without certified empty and full weight tickets for every segment of the move, the claim does not get paid, no matter how good the mover was.

What changed about military moves in 2025 and 2026?

For several years the Department of Defense was moving toward handing household goods moves to a single commercial contractor under the Global Household Goods Contract. That contract, held by HomeSafe Alliance, was terminated in 2025 after carriers withdrew and service failures mounted.

In October 2025 the Secretary of Defense decided against privatizing moves altogether. The legacy Defense Personal Property Program (DP3) and its tender-of-service model — which works with hundreds of independent moving companies rather than one prime contractor — stays in place for at least three years while it is modernized into a government-controlled software system. A PCS Joint Task Force is due to conclude its work by 31 August 2026.

For a service member planning a move out of San Diego today, the practical meaning is simple: you are booking through DPS as before, and the PPM option is fully intact.

What is a PPM, and what can you use to do one?

A PPM is a move you arrange and manage yourself instead of having the government assign a carrier. It used to be called a DITY move. You can do a full PPM or a partial one alongside a government-arranged shipment, and you are not limited to a rental truck. Military OneSource lists rental containers, rental trucks, your own vehicle and commercial movers as acceptable methods.

That last one is the part most people miss. Hiring a licensed moving company and paying them yourself is a legitimate PPM. You are reimbursed on the same basis as someone who drove a rental truck.

How much does the government actually pay you?

A member-elected PPM pays 100% of the Government Constructed Cost. The GCC is what the government calculates it would have cost to ship your goods itself, and it is driven by two things: the weight you actually move and the distance. Anything left over after you pay your own costs is yours, and it is taxable income.

Because the payment is built from weight, weight is money. It is also the thing most likely to sink a claim.

What paperwork decides whether you get paid?

Reimbursement is a documentation exercise. The move itself can go perfectly and the claim can still fail. Military OneSource is explicit about what you need to keep.

Is your move inside California or out of state?

A move that begins and ends inside California — Pendleton to Chula Vista, Miramar to Escondido — is an intrastate move regulated by the Bureau of Household Goods and Services. A move that crosses a state line is interstate, governed by federal rules, and the mover needs operating authority from the Federal Motor Carrier Safety Administration with a USDOT number. These are two different licences from two different regulators. A company holding one does not automatically hold the other, so ask directly which applies to your move.

How do you check a mover is legitimate before you book?

  • A quote that is dramatically cheaper than every other quote

What goes wrong most often on a San Diego PPM?

Weighing after a partial unload, so the recorded weight is lower than what was actually hauled. Assuming a move to Arizona or Nevada runs under the same rules as a move across town. And leaving the valuation declaration blank on the contract, which quietly sets your coverage to the default rather than the level you assumed you had.

None of these are difficult to avoid. All of them are expensive to discover late.
